Let's address the first question. Yes, of course, you can buy your own Tarot Card Deck! In fact we encourage it. If you stick around waiting for someone to gift you a deck, then, in all probability, you have a long wait ahead of you.
Choosing a Tarot card deck, especially your very first one, can be very tricky. If you look around, you’ll find plenty of advice about this. Most of this advice is pretty spot on about going with your feelings and we agree. You should go with what feels right and this is a rule of thumb for most things. Tarot is about listening to what your guides tell you. So why not use them when purchasing a deck.
Now the second question. “Is it true that it's bad luck to but a Tarot deck for myself?” Cancel, clear, delete! If you believe it and focus on it, then of course it's going to be bad luck.
